Kong Special Administrative Region exercises a high degree of
autonomy. The Basic Law preserves Hong Kong's common law
system and judicial independence and stipulates that all Hong
Kong residents shall be equal before the law. Fundamental rights
and freedoms of residents are
safeguarded under the Basic
Law. The Government shall be
accountable to the Legislative
Council and implement laws
passed by it.
